At the seat of Anderson County Council chairman Michael Thompson at the council chambers of the historic courthouse in downtown Anderson is a copy of a mission and vision for county employees toward residents. ANDERSON COUNTY — With Bob Waldrep’s runoff win Tuesday night, the formation of next year’s Anderson County Council is becoming clear, and some residents already are hailing the shake-up as a mandate for conservative government.
District 2 incumbent Gracie Floyd is the only Democrat seeking a seat on the council, which means this month’s Republican primary likely has sealed six of the seven council seats.
Waldrep, Cindy Wilson and Ron Wilson will remain on council as the representatives for districts 1, 7 and 6, respectively. They’ll be joined by newcomers Eddie Moore, Tom Allen and Tommy Dunn, who will represent Districts 3, 4 and 5 respectively.
“The drama is over,” wrote one member of The Cocklebur, an online Anderson political forum. “The TOGA (transparency and open government allegations) party won. They owned the issue. All the king’s money and all the king’s men couldn’t change that. So now what?”
Replacing three members on a seven-person council shows voters are ready for new blood and new ideas, said Bruce Ransom, a political science professor at Clemson University and Pendleton resident.
But how the change-up will affect ongoing squabbles between County Administrator Joey Preston and Cindy Wilson remains to be seen, Ransom said. Cindy Wilson and Waldrep regularly vote together on issues, so only two of the three oncoming council members would need to vote with Wilson to see a shift in the majority, he said.
“That gets everyone’s attention,” Ransom said. “That gets (people’s) thinking and behavior (focused) around whether there will be a shake up. … It does open the door for that possibility.”
Dan Harvell, a supporter of Waldrep and Cindy Wilson, said he believes voters are finally voicing their opposition the county administration’s abuses of power and the administrator’s “dictatorial” leadership style.
“I feel this entire election cycle is a referendum on Joey Preston,” Harvell said.
What will happen to the administrator in January is the undercurrent running through most political discussions following the primary. Allen said accountability came up over and over again as he walked around the neighborhoods in District 4.
“They don’t know where their tax dollars are going,” he said. “They don’t know how they are being spent.”
Allen said he is supportive of a full audit because it could bridge the gap between those who are suspicious of the county government’s spending and those who aren’t. Ron Wilson, who called for the complete audit in last month’s council meeting, said he expects most of the new council members will support that move.
But neither Allen nor Wilson sees a new council giving the administrator his walking papers. It would be irresponsible of those coming in to not give the administrator a chance to work with them, Wilson said.
“I think everyone wants to see Anderson County move forward and progress,” he added. After the June 10 Republican primary, Preston said the relationships between council members always are evolving, and he believes that will continue to be the case.
“I believe with the new council members and the new council, the focus will remain on serving the people of this great community,” Preston wrote in an e-mail. “I hope that we can do that with healthy debate and well-thought out decisions that we can all be proud of today and into the future.”

The Anderson Independent-Mail contacted Administrator Joey Preston during the course of reporting this story, but didn't receive his reply until this morning.
"I welcome all of the new members that were recently elected, and I look forward to working with each and everyone of them," he said in an e-mail. " I also will be available to provide them with any assistance they may require in the time of transition".

Based on the comments of Mr. Allen & Mr. Wilson, it may appear that a new regime will populate seats of power,but the hegemonics will continue.
In a word, the county must go on with its' responsibilty to maintain stability. Though depots would relish the overthrow of an administration it is folly.
There has been no revolution, only a validation of political influence! The thought of repression by some has won the day vis-a'-vis the electorial process, but the administrative process is linked to negotiation and bargaining, leaving despots in the lurch.
I am just curious to know...if the East-West connector has not been approved, or whatever it's status is. Why is it people like Tommy Dunaway are buying and reselling land along it. The survey maps clearly show east-west connector and purchases made by SCDOT. Does he know something the rest of us don't?

What does it all mean? It means that Anderson County will continue to be stuck in the 1920s and lose new manufacturing companies to Greenville and Spartanburg County. It means Cindy Wilson will continue to use her place on County Council to make herself and her family members lots of money on land scams. It means Bob Waldrep will continue to screw the Anderson City Residents.
So basically it means NOTHING. This county is doomed and within 2 years we will have massive unemployment and high taxes.

Your candidate lost. Give it a rest. Are you so self absorbed you cannot work with the winners? If we all work together, I am sure Anderson County can achieve anything it sets it's mind to. Are you going to hem and haw until the next election? If that's the case, all you cared about was your candidate, not Anderson County.

Hopefully it means we'll see an end of all these county funded vacations that county workers, council members, and JP have been taking for the last few years. All under the lie called.....economic development. If they were developing the economy of Anderson County then we'd been seeing a drop in unemployment not a rise.
The "vacations" statement you mentioned is absurd and just plain ignorant. Just as ANY corporation/business/government (And, YES, we ARE in the business of making sure you have better road, bridges, law enforcement, and neighborhood planning, etc.), there is a NEED for continuing education and/or conferences for employees to stay informed of the rapid and radical changes taking place all around us. Anderson County does NOT control WHERE these functions take place! Could it be that you are just jealous? As with ANY organization (even yours), there are those few who may use bad judgment now and then. If an employee does something wrong, however, then the division head punishes the individual. You are delusional if you believe county employees "cheat" you without being reprimanded! And, regarding Economic Development, Anderson County is REQUIRED to woo promising manufacturers and corporations, in order for the county to obtain better jobs for its citizens. And, you are DELUSIONAL to think that those corporations don't turn and walk away from Anderson County because of council's inability to act like adults by being professionals rather than acting like spoiled children who can't get along. Yes, they DO walk away... Remember BMW? We almost had them folks, but because of the political unrest in Anderson County at the time (much like today), they walked....

Get your story right, that is not the reason BMW went to Greenville.
Since you refer to "we" I will assume you are part of the county government to which you refer. You are trying to wrap all of the excesses of the socalled "economic development" with a single piece of string. Preston's slush fund is more far reaching than just conferences. Most conferences are voluntary and annual. The manner in which you go about attending them and the funds you utilize are apparently up to your discretion. What you come away with, as a benefit for the spending of that money, is unmeasureable and certainly can't be correlated to a rise in employment or new businesses coming to the county. We do know, from the head of Economic Development, breaking down of hotel bills and such into numerous smaller billings is standard operating procedure for Joey Ray Preston's administration. If someone "cheats" the system I expect them to be fired, not reprimanded!
You may think us delusional, but we know a million dollars has been spent to deny us verifying everything you just said. No delusions there!
The breaking down of bills as you describe is misleading, nxsadk. What was said is that the individual billings and receipts from a conference or training go into different categories. For example, fuel is charged to "fuel", while food is charged to "meals". Hotels are charged under a different account. You make it sound as though we are taking a single bill and making it into smaller such invoices to "fly under the radar." That is not what was said nor is that standard operating procedure.

Thank you for pointing out that the organizers of conferences and training seminars do not ask our opinions as to whether we would like the conference in Greenville, SC or Las Vegas, NV.
Its also interesting to me that the comment posted in response to yours acts as though the entire economic position that we find ourselves in rests on the ACEDO. I didn't know we were that powerful. I think folks should take their blinders off and consider the fact that nationally the trends have changed, and not for the better. Whether or not we are doing our jobs has not caused the entire county's problems. Despite the slowing of the economy we have still announced over 400 jobs so far this year. Not so shabby!

Looking through the few months of credit card charges we have been allowed to view shows repeated instances of large hotel bills broken down into smaller increments and billed the same day. A $1680 hotel bill for two nights, broken down into equal amounts of $400 odd dollars apiece is not separating out the fuel and meals. You were asked specifically if that method of having vendors break down a charge was SOP and you said it was the way it was done. If you do not remember please review!

The unrest in Anderson County was one of the reasons for BMW not choosing to set up shop here. I well remember the protest and petitions. We also lost Volkswagon recently for the same reasons...

What large company would want to come to Anderson with various headlines in the paper referencing "missuse of county funds, administrator accused of wrongdoing, illicit affairs, forensic audit demanded, protest by 6 people at courthouse, council members bought by county, republican found to be democrat, council member sued for $5M for slander, etc" This list goes on and on.

What you may or may not realize is your department has been placed on the forefront as the reason for secrecy. The credit card bills we have been shown were initially slated as "economic development" related and so it was assumed they were from your department. You have since then said those charges were not from or authorized by yourself. So someone in county administration is telling the Supreme Court these expense records need to be kept secret because they involve attorney-client privilege and confidential "economic development" negotiations. Announcing 400 jobs is a bit of a stretch. Especially the call center that "might" hire as many as 350. My question would have been, "all at one time, or including turnover?"

State officials were withholding comments today on specifics of the agreement with BMW until Tuesday's announcement, but incentives known to have been offered the German auto maker total $145 million. These include $30 million to buy and prepare land for the factory; $10 million for road projects near the site; temporary office space offered at reduced rates in Greenville or Spartanburg; 35 free apartments in Greenville and 20 in Spartanburg, and expansion of the Greenville-Spartanburg airport runway to accommodate 747 jetliners.
In addition, tax law changes would allow BMW to save as much as $50 million over 20 years in water and sewer costs. And a state income tax credit of $1,500 per employee would create savings of $2.7 million a year.

Those are the reasons we lost BMW, nothing to do with county council, just our inability to offer an airport to accomodate 747 jetliners (on top of all the other things).

I didn't claim to be there and clearly gave the source of my input (The New York Times) and did the due diligence to read another half dozen sources. None of them mentioned the Anderson County Council. So I guess that is again "secret" knowledge only you have. So how does that make me ignorant if none of the largest news organizations in this country don't know your "secrets" as well. I will immediately send them all emails and let them know of their ignorance (per you)!

Corporations such as BMW make requests to Anderson County and/or municipalities for THEIR privacy, no matter whether it's financial, prospective sites they are looking at, or whatever. Anderson County, or the like, does NOT "hide" these things from YOU or anyone else UNLESS the prospective corporations ask us to. It involves THEIR private financial information, and the county is respectful of THEIR requests to keep THEIR financial information private, just the same as YOUR bank respects YOUR right to keep YOUR information private! Lord help you people.... Zoooommmm....right over your heads.

Okay, okay, calm down there! It's not gonna do your blood pressure any good to be hollering in CAPSLOCK. I don't recall saying anything about "hiding" anything. I said it was another thing kept secret. Which is what it was. We'll concede you were there and know more than the rest of us. And that you won't tell us about it to protect BMW which has now been in Greenville for 17 years. Could someone tell me what the County budget was five years prior to Mr. Preston? I don't know how many of you remember Anderson County 1991. If you have any knowledge to tell us how this economic development should or should not be carried out, please share it. I am all ears. But don't tell me I am stupid until you have given me the chance to learn what you feel I don't know.
Nobody asked for anyone's private information. What does that have to do with Joey's slush fund that pays for everything under the sun or the $1600 a night hotels? That's not the companies private information. That is County employees using discretionary funds that belong to the County of Anderson. How they use them is the people's business. Trying to redirect the attention away from those issues is not getting us over the hump of transparency.

Good morning to all of you that have missed my kind and timely remarks. The past few days have been enjoyable and gratifying after OUR huge victory in the election and the runoff. Only regret...we lost in Dist. 6 and will have two more years to put up with Benedict Arnold Wilson, but he was scared to death and is now trying to jump sides again as he did two years ago. The Prestonites are crying and still can't believe that the 6 people that listen to Rick Driver and the 3 people that marched in protest were able to vote their favorite 3 out. Maybe Billy McAbee or Mikie Thompson or Larri Greer can better explain it to you.
All of a sudden, the FUTURE of Anderson County is bright once again. We will soon be moving out of the dark ages imposed by Joey Ray and away from his dictatorial form of government that has drained our coffer and outlawed smiles in OUR county. Have you noticed the smiles by the good and honest county employess lately? Can you imagine the pressure they have been under? It is always amusing to read the explanations that Heather tries to give for the EcoDev dept. Poor woman.
I have to go now, there is still much work to be done. No rest for the weary. Have a great day and avoid the few remaining Prestonites that still roam loose. The herd is being fenced in by the good guys.

If you allow yourself to be consumed by the noise on this channel you allow "them" to win. This is THE forum of people interested in coming together to find productive ideas and possibly even solutions for Anderson County. There are some here whose only desire is to create "noise" in order to detract from that effort. If you fall into their trap, "they" win.
I have enjoyed your comments and I think we agree on many things. There are some here who do not try very hard to engage in healthy discourse. Satan's Five are a good example. They are too busy telling everybody how stupid and clueless everyone else is, while Cwilson4, scarlett, DarkTiger, rbmccarty, freebird22, ISOT, redrider2k5, waiting, get_real, damnyankee and too many others to list, try to engage on the issues and unravel the mysteries of secrecy in our county government. Come join the party! There are lots of good people here.

So let me get this straight....based on what I wrote I'm both ignorant and delusional. I'll take the delusional part. Because I'll never see this county be anything above what it is as long as we have any of the current council and Joey Preston involved in county business.
As for the ignorant part. I don't think so. The credit card statements show that there has been abuse. That night out in Myrtle Beach that cost us almost a grand tops that list. That trip that 6 council members took to Hilton Head Golf and Beach Resort is a VERY close 2nd. (They really learned how to run a county meeting there didn't they?)
As for the jealous part....HELL NO!!!! I'm pissed off. My taxes keep going up and for what? All I hear about is a trip to here and a trip to there and for what? Another restaurant? I also saw charges at Mr. Knickerbocker. For what? County business isn't a Clemson fan, is it?
My taxes are an investment. And I'm pissed off that there has been little or no return on that investment. Unemployment is up. Infrastructure is crap. The County Council has 7 members on it that can't even get through a meeting without an argument. And to top it off we have a County Administrator that runs around town eating and drinking at the ritziest places in town on our dime. And if you sir/madaam expect me to just accept that, then you've lost your mind!
But I wouldn't expect that you'd EVER admit that there is a problem since you're obviously a member of the county employment force and enjoying the high life that the rest of us hard working people in the county are paying for. Hope you've enjoyed it. Because the citizens of the county have spoken and your cash cow is just about out of funds.

I've watched your little gang of bullies do it to many posters in the last few months. Many of whom I have not seen return. You see it as a cheap laugh. I see you using this public forum as a sandbox. Look back at your own postings. Okay, I understand now! You have made yourselves the judges of who and what is fanatical and obsessive and they in turn earn the privilege of becoming victim to your heckling. Makes perfect sense to me, if someone had selected you to be in charge of that department! But since you kind of took it upon yourselves to be in charge of that task, your explanations ring a little hollow and appear a tad self-serving.

I see how well your logic works. First you tell me I am 100% wrong about your description and then you suggest I am a stalker. If I was a stalker how would I possibly be so wrong about everything about your appearance. You want so badly to call someone a name or denigrate them that now you are taking both ends of the stick. Also, if you think I am writing here to win a popularity contest, you are misguided by your own fanciful thought. Unlike yourselves, I don't need a little crew of rah rah cheerleaders to validate my feelings and perspective on things. I write my thoughts because I want to and if no one ever reads or agrees with it, how would you ever know? Do you count evey person disagreeing about something as "pissing them off". No wonder you are always in such a knot anout everything! You are so used to people agreeing and pandering to you, any disagreement just rains all over your parade.
To post what I want, when I want, is my right. My desire to act on that right, is none of your business. If I want to post a thousand times a day and talk to myself and stand on my head it should have nothing to do with you. ya know what ? I AGREE 100 %. but by that same line of thinking...in this OPEN forum...I am also allowed to write whatever I want, when I want. If I agree with someone - I will tell them so. If I think someone is being creepy and fanatical - I will tell them that as well. You better keep your day job Inspector Gadget. Your investigative technique leaves alot to be desired. I wish you WOULD put me on your "goodbye list". I wasn't the one who engaged you to begin with. You have absolutely nothing to say worth hearing. So does this mean I can look forward to not hearing my name from your slimy self again? Yippee! Let's see how long that lasts.
